BOULDER, CO (February 19, 2019) – Boulder based Caplan & Earnest announced today that Melissa L. Barber has joined the firm’s education law practice.
In her over twelve years as legal counsel for the Boulder Valley School District, Barber was responsible for administering and overseeing the overall legal functions for the eighth largest school district in Colorado, with 30,000 students, 4,000 employees, and covering multiple jurisdictions over 500 square miles.
To Caplan & Earnest’s education law practice Barber brings her over-twenty five year’s worth of experience in legal and policy compliance matters, including special education, Constitutional issues, discipline and school safety, employment law, contracts, inter-governmental agreements, student data privacy, open meetings and records, parliamentary procedure, charter schools, insurance/risk management, elections, and staff training. She has represented school districts in federal and state trial and appellate courts, State Board of Education, Office for Civil Rights, the EEOC, and the CCRD.

A graduate of Cornell University Law School, Barber is a board member (2016-present) and outgoing chair of the In-House Committee for the National School Boards Association’s Council of School Attorneys, past chair of the Colorado Council of School Board Attorneys, and member of the Colorado and Boulder County Bar Associations.
