PRESIDENTS’ LEADERSHIP CAUCUS

“Leadership and learning are indispensable to each other.”
– John F. Kennedy

Caplan & Earnest cordially invites all presidents of locally elected boards of education to join the 2024 Presidents’ Leadership Caucus, a unique learning forum for presidents to exchange insights with one another while receiving specialized training from seasoned Caplan & Earnest attorneys. A forum open only to school board presidents, the Leadership Caucus offers the ideal format for practical professional learning.

The first PLC will occur in August 2024, followed by three additional caucuses in September, October, and November. During each caucus, Caplan & Earnest attorneys will open the assembly with in-depth information regarding the legal principles on a given subject essential to board leadership. Then, the caucusing begins!

You have got to have leaders, organizations, friendships, and contacts that help you to believe…and help you to put out your best.
– Dwight D. Eisenhower

Following the informational portion of each meeting, facilitators will pose a Caucus Question, and the assembly of school board presidents will break into smaller caucusing sessions. During the caucuses, Caplan & Earnest attorneys will elicit a robust exchange of insights, experiences, and ideas from the school board presidents, who then work together to develop a topical proposal (suggestion with supporting reasons) for the assembly’s consideration at the conclusion of the session.

I do the very best I know how, the very best I can, and I mean to keep on doing so until the end.
– Abraham Lincoln

In response to the session’s Caucus Question, each PLC concludes with a return to the assembly. Each caucus shares its proposal, along with reasons supporting the proposal. School board presidents conclude the meeting with solid information about the legal framework underlying board decision-making and a collection of proposals generated using the wisdom and experience of their fellow school board presidents.

This PLC series will address the following topics: How board presidents may best…

  • Resolve complaints from staff and parents
  • Respond to allegations of board member misconduct
  • Set an agenda to serve the District’s governance needs
  • Hire, evaluate and terminate the superintendent
  • Leverage social media effectively to increase stakeholder engagement
  • Fulfill the board’s quasi-judicial role with regard to student and employee matters and appeals

Please note that participation in the Presidents’ Leadership Caucus program does not create an attorney-client relationship with Caplan & Earnest. Presentations do not constitute legal advice, and discussions occurring within the series are not protected by attorney-client privilege.

The meetings will be held virtually from 11:30 a.m. until 1:00 p.m. on August 7, September 4, October 2, and November 6. If the participating president is unavailable to attend one or two of the PLC events, the president may invite the board’s vice president to attend instead.

The price for the 4-session series is $800. Participants may pay the entire fee at once. Alternatively, participants may pay in two installments: one installment for the spring session, and another installment for the fall session. BOCES representatives may contact Beth Friel (efriel@celaw.com) for bulk-pricing options.

Only board of education members presently holding the office of president are eligible to participate in Caplan & Earnest’s Presidents’ Leadership Caucus. Caplan & Earnest staff will verify the accuracy of registration information and will refund any payments made on behalf of ineligible participants.

Limited exception: board of education members presently holding the office of vice president may attend up to two meetings in place of the participating president.
